Where the cable hooks to the rock shaft there are is an about 1/4" diameter stainless shaft that the cable pushes about 3 inches into a stainless tube. It appears to have a full range of motion. The shafts just don't move until about the last 1/4" or 1/2" of the cable movement. That's why I figured it must be the internal adjustment.

The biggest thing I found was that the draft position lever was out of adjustment (about 50% off). Adjusted per the I&T manual.
