To start the Grandmapocalypse you need to unlock the Grandma upgrade One Mind. This is the very beginning stage of the Grandmapocalypse and takes a few hours to get if it is your first time playing Cookie Clicker. To get One Mind, you first need 7 types of Grandmas (see the next section).
For this you need your dragon fully trained and activate "Dragonflight", elder frenzy has a random chance to start when you pop a regular golden cookie.
